          1. Submission of an application as a candidate for the Masters Degree, indicating the following: 
           
            a. current registration as a member of a Commissioner staff or Service Team, 
            b. previously earned a Bachelors Degree in Commissioner Service 
           
          2. Complete 6 hours of instruction from the list below, including 4 appropriate core
          courses and 2 elective courses:
